Governing Community Schemes

In terms of the CSOS Act, 2011 (Act 9 of 2011) one of the mandates of the CSOS service is to provide training; and to provide education, information, documentation and such services as may be required to raise awareness to owners, occupiers, executive committees and other persons or entities who have rights and obligations in community schemes, as regards those rights and obligations.

To this end, the CSOS is developing a training program aimed at stakeholders and all parties to a community scheme. The CSOS is currently piloting this program with its internal conciliators and adjudicators. It is envisioned that the training will commence in February of 2016 and will be provided at NO charge!

Blade Nzimande set to scrap Setas

Johannesburg – The 21 sector education and training authorities (Setas), which receive more than an annual R13 billion in ring-fenced funds, are set to be scrapped.

Minister of Higher Education Blade Nzimande gazetted a sweeping proposal on the future of the Setas this week.

It gives them two more years to operate before they stop being “authorities” and become “advisory boards” (Setabs) with very little of their current operational role remaining.

Audit Compliance

Disqualifications due to non-compliance with audit report submission requirements

All estate agency firms who have not submitted, or submitted outside the prescribed timeframe, audit report(s) for one or more financial years have been disqualified in terms of section 27(aA)(i) of the Act.

The principals of these disqualified estate agency firms will soon be notified, through email, of the disqualification and the process to be followed in order to regularise their registration status with EAAB.

DTI nearing finalisation of establishing BBBEE Commission

The Department of Trade and Industry (DTI) has started the consultation process to engage critical stakeholders on the mandate of a Broad-Based Black Economic Empowerment Commission, which would “open its doors soon”.

At a media breakfast in Sandton, BBBEE Commission acting commissioner Zodwa Ntuli said Trade and Industry Minister Dr Rob Davies was in the process of finalising the establishment of the commission, which was outlined in the BBBEE Act of 2003.

Services SETA QMD Backlogs Project

The Minister of Higher Education and Training in 2010, for a period 2011 to 2016. The Services SETA is responsible for skills development in the services sector.

The Services SETA is undertaking an exercise to identify, address, and eliminate, outstanding applications, received in respect of:

Skills Development Providers awaiting External moderation dates;

  1. Outstanding certifications and statements of results
  2. All candidates who have submitted applications for registration of assessor and moderator;
  3. Skills development providers who applied for accreditation;
  4. Artisans trade test certificates.

The Services SETA thus calls upon applicants who have submitted applications (during the period March 2000 until 30 April 2015) in respect of any of the above, or who have been trade tested at various Services SETA centres (also during the period March 2000 until 30 April 2015), but have yet to receive any feedback to kindly follow the link and to log their issues there.

Please note respondents have a Limited Number of days, since the date of this correspondence, to log issues on the website.

EAAB One Learner – One Estate Agency Youth Brigade Programme Presentation

The Estate Agency Affairs Board (EAAB) are hosting breakfast meetings in Cape Town and Port Elizabeth.  All the Estate Agencies in these two regions are invited to participate in the stakeholder engagement on the One Learner One Estate Agent Youth Brigade Programme.  The Deputy Minister of the Department of Human Settlements, MEC of the Executive committee and representatives from the respective mayor’s offices will be in attendance.
