It gives me great pleasure to announce that we have been given a grace period for the CPD deadline until 31 March 2018 and no penalties will apply.

We have interacted with the EAAB extensively over the past weeks and believe it made a difference.

Together we can achieve what individually we cannot.

Please read the notice below from the EAAB carefully.


We thank you for all the emails we’ve received, your screenshots and proof of payments.  We are still working closely with EAAB personnel to get these resolved in good time whilst taking into account the severe backlogs that exist.

This being said, we urge you to comply well before the new deadline i.e. at least by 15 February as leaving it to the last minute will leave you compromised, should the system not be able to cope with increased traffic.  No further deadline will be given and Rebosa will not be in a position to assist after this date.

CPD Deadline

As you are aware, the deadline for the CPD 3-year rolling cycle is tomorrow 31 January 2017.

As we predicted, the EAAB system can now not cope with the demand.  The MyCPD portal is not functioning and is therefore not allowing agents to complete their PDPs or accrue the required points through the E-Learning platform.

Whilst we urge you to continue trying to access the site, we recommend you take screen shots of all your attempts and the resulting error messages, as well as to keep a copy of your CPD proof of payment in order to avoid penalties after the deadline.

In addition, the EAAB finance department is experiencing a huge backlog in respect of allocating payments.  If you are unable to access your MyCPD at all, it could very well mean that your payment has not been linked, resulting in the platform not being available. Once again please ensure that you have proof of payment with the correct 7 digit reference number.

We have brought this to the attention of the EAAB so there is no need to write to us in this regard.

Rebosa has spent time at the EAAB this week assisting members with their CPD queries, however, due to the enormous backlog we currently cannot respond to everyone individually.  If you have written to us then your query is acknowledged and is receiving attention.

We are monitoring the process closely.

You really can’t laugh this off

Please take note that you have until the end of this month to qualify for you CPD points in terms of the first 3-year rolling cycle.

Please see the notice below in this regard.


We have every reason to believe that the EAAB will follow through on this and that you will not be able to obtain a Fidelity Fund Certificate going forward should you not comply, on top of which there are penalties.

This is not about the perceived value of CPD or any other considerations.  The reason is to ensure that you remain in a position to trade as an estate agent.

Should you experience any difficulties in accessing the e-Learning platform on your MyCPD agent portal, we reiterate that you lodge a query on the online query system and send the reference number to us together with screenshots of any error messages, which will enable us to assist you after the deadline has passed.

Almost “Well Done”

Since mid-November last year, Rebosa has been seriously engaged with the EAAB in light of the looming crisis regarding the non-issue of 2018 FFC’s.  As you are well aware this puts the livelihoods of many estate agents in jeopardy.

For the very first time in our history, legal action became a distinct possibility.  We are however, pleased to report that the EAAB responded to our endeavours in earnest and in the most positive manner to date.  Staff leave was cancelled, temporary staff were employed and many worked between Christmas and New Year, not to mention the overtime.

We sincerely commend Mr Sigaba, Mr Sakoneka, Ms Mphahlele, Mr Khumalo and their staff for their commitment and resolve, over this period, in reducing the backlog.

Although not every issue has been resolved, we can report that as of today 74% of all complaints received by us and listed up to the end of 2017 have been resolved and FFCs have been issued.

In  ± 13% of the cases, Rebosa members have to forward supporting documentation and iro of the remaining ± 13% the EAAB are still in process of issuing certificates.

During this process many bottlenecks were identified and hopefully permanently resolved. Subsequently our working relationship with the EAAB has never been on a better footing.

We have confidence that the remaining issues will be resolved including the new queries we received at the beginning of this year.

Rebosa 22 December 2017 Report

Dear Colleagues

We have spent the better part of the last three weeks at the EAAB in an attempt to get all our members FFCs issued before the start of the New Year.  The EAAB has undertaken to resolve all outstanding issues before the end of the year.  We will receive a final list of all FFCs that have been resolved and issued on 29 December 2017.

Please note that once your FFC has been issued you are eligible to earn commission irrespective of if your FFC is available for download on your MyEAAB portal or not.  Due to the recent system errors the EAAB have been experiencing, there is a backlog uploading FFCs to agent’s portals which the IT department has promised to resolve by 31 December 2017.

If your FFC has been issued, then there is no need to be concerned if it is still not available for download.  We will follow up on this in the New Year.

Please remember when sending us your queries, to include your full name, EAAB 7 digit reference number and your proof of payment.  Without this information it is extremely difficult for us to make headway.

I would like to take this opportunity to thank Fiona and Adrianne for their incredible effort in getting these issues resolved over the holiday period.

Dear Colleagues

As the year draws to a close we are hoping the EAAB will issue all our members outstanding FFCs for 2018 by early next week.  Please read the report further for an update on our meeting with the EAAB.

Next year will be the year of the Property Practitioners Bill as cabinet recently approved its submission for Parliament.

Before reading on I would like to take this opportunity to once again thank you for your continued support.  As I have mentioned many times before, it is only in our collective numbers that we can achieve what individually we cannot.

FFC’s : We will do what is necessary to protect our members

Hundreds of our members, and we don’t know how many non-members, still have not received their FFC’s for 2018.

Rebosa obtained legal advice in this regard and will, if absolutely necessary, take legal action to protect our members and the industry.

However, during the process we managed to have a very productive meeting with the executive of the EAAB on 12 December.  We have been promised full cooperation to resolve outstanding issues within a matter of days and we will have a follow-up meeting early next week.

Dear Colleagues

Following a 12 month lapse, we finally had another Multi-Stakeholder Group meeting last week with the EAAB.  At this meeting we were fortunate to meet many of the EAAB Board members and could directly communicate our many concerns to them.

Unfortunately the net result is a mixed bag.

IT Challenges Remain:

We communicated the EAABs system failures in detail and were given the assurance that everything possible is being done to remedy it including a complete independent evaluation of the system. They were confident of improvement but we communicated that our experience so far is to the contrary as many agents have still not received their Fidelity Fund Certificates for 2018.

We are pursuing this vigorously, even to the extent of obtaining legal advice on the matter.

Dear Colleagues

Having just returned from the Financial Intelligence Centre’s Road Show for accountable and reporting institutions in Cape Town, I can confirm that there is enough time before you have to report transactions and activities to the FIC in terms of the ‘new’ guidelines.  For now it’s business as usual and we keep on doing what we have done for years.

This being said, in terms of the FIC Act, you were required to register with FIC and receive your ORG ID on the goAML reporting platform.  Failure to register is an offence and subject to a fine not exceeding R10 million or imprisonment for a period of up to 5 years.  The FIC may also, in terms of section 45C (1) of the FIC Act, impose an administrative sanction for a failure to comply with any provision of the FIC Act, including a failure to register. If you have not already registered, please do so immediately on www.fic.gov.za

We have received numerous enquiries in respect of the new guidelines from the FIC and many agents are concerned about the implementation dates and deadlines etc.
