The application, filed on July 8, 2025, challenged the legality and constitutionality of the targets, citing procedural flaws in their implementation, such as a lack of proper public consultation, and raised concerns about the potential negative economic impact of the rigid quotas. The dismissal was for an interdict, meaning the substantive review of the Minister’s decision to set the targets will proceed.
